MEXICO CITY (Reuters) - Chinese companies are emerging as a major force in Latin American investment, seeking to benefit from economic booms and to build a foothold in some of the most developed markets in the world.
The engines of Latin American development are often less glamorous than free trade, free market reforms or public investment, but Chinese investment has gone from a trickle to a flood over the past decade.
The scale of Chinese purchases in Latin America can be measured by the fact that Chinese firms have invested an estimated $100 billion in the region since 2000, according to the Inter-American Development Bank.
“It’s clear that the next decade will be a pivotal time for the region,” said Carlos Martínez Soto, director for the Bank’s Western Hemisphere division.
“Chinese firms are creating new opportunities that previously existed only in the private sector,” he said.
Some Latin American governments are seeking to seize the growing trend, even as they struggle to keep their own development banks open.
Mexico’s economic agency launched a joint venture this year with a firm owned by Chinese conglomerate Anhui Canghua Electric Appliance Group Co. Ltd (ACHEN), to develop what it hopes will be a third Mexican telecommunications company.
And last month, the Brazilian government sold a 60 percent stake in a private rail operator to China Railway Construction Corp Ltd (CRCC) for $2.6 billion, along with a 25 percent stake in a Brazilian energy company.
The Mexican venture, in the second phase of a $1.6 billion project to build and operate a fiber optic network, is being managed jointly by Mexican telecoms company Telmex SA and ACHEN.
The Chinese partner will invest $900 million over 15 years, and the project aims to eventually provide three million homes and offices in Mexico with Internet access and television services.
The Mexican government hopes that opening the project to private competition will eventually pay dividends for Telmex.
Brazilian state-run oil firm Petrobras is in talks to sell 60 percent of its shares in the state-run oil-trading firm Petrobras Energia, according to people familiar with the matter.
